undertaking this job we feel that Mr. Batt should have a direct link
to our Defense Production machinery and that the establishment of this
link will make him a more effective advocate in attempting to persuade
the European countries to establish governmental machinery to allocate
materials and control production along lines similar to that being
done in the United States.
It is our understanding that the Defense Mobilizer intends to
discuss this matter with this office and with other agencies and will
then advise you further.
