SECURITY INFORMATION
Dear Mr. Secretary:
I approve the recompendations contained
in your letter dated 15 January 1952 with reference
to (1) designation of responsibility for the defense
of Formosa, the Pescadores, the Philippines, Japan
and the Ryulas, and (2) modification of the Unifiled
Comand Plan to permit a commander undor cortain
conditions to assune temporazy operational control
of all or any part of the force in his area, in-
cluding atomic forces, otherviso exempted from his
comand by the Joint Chiefs of Staff. However,
this approval does not include authority for a
commander to employ atonic woapons on his own initi-
ative upon the assumption of temporary operational
control of units designated for atomie operations.
