Stevenson was at Fayid again yesterday with Brit Gens
who had prepared two tels for London: one suggesting
drastic mil sanctions and the other econ sanctions of
far-reaching extent. Stevenson said the mil sanctions
wld inevitably lead to mil govt and sealing off zone.
The econ sanctions were the sort to be used in case of
reprisals and/or open hostilities. He told them he
was opposed. They agreed not (rpt not) to send the tels
at this juncture; but he has sent a tel to FONOFF asking
for auth to tell King that unless something is done to stop
the terrorism in the zone Brit in self-defense would
probably be forced to take drastic measures of mil and
econ character. He wld urge King to do something about
changing policy of this govt (and by implication perhaps
the Govt itself) in order to bring about an atmosphere
propitious for reopening negots".

He would tell King also that def proposals were not (rpt
not) "immutable". He asked for specific auth to tell King
that effort would be made to find 'some formula in regard to
the Egypt Crown which cld be reconciled with the right of
eventual self-determination of the Sudanese.
Eden sent him copy of his telegram to London suggesting
another look at fuel oil maneuvers.
