a THE SECRETARY OF STATE SECREL WASHINGTON SECURITY INFORMATION September 30, 1952 My dear Mr. President: You will recall our conversation over the telephone regarding Egypt the day before you left Washington. We have worked out with the Director of Mutual Security and the Deputy Secretary of Defense a reply to General Naguib's approach, which would be made to him through Ambassador Caffery. A draft of instructions proposed to be given to Caffery is enclosed. We are sending him this draft for his comments before final decision. We are also communicating it to the British Government for any com- ments which they may wish to make. Your instruction to me was to proceed along this line, re- ferring to you any questions which I thought required your de- cision, but with the understanding that you approved the prin- ciples of this response. There is no decision which I need from you at this moment, but send you this draft in order to keep you fully informed and to receive any views which you may wish to give me. I shall let you know of such comments as we may re- ceive. Unless these raise unforeseen difficulties, I believe that we should go forward with the proposed response.
