OUTLINE OF DRAFT AGREEMENT FOR
EUROPEAN CENTRAL INLAND TRANSPORT ORGANIZATION
Organization and Administration
Each member government is to be represented on a Council in which
are vested legal and financial powers. An Executive Board, with repre-
sentatives of the U.S., U.K., the U.S.S.R., France, and three other
countries would perform the executive functions.
Budgets covering administrative and other expenses would be sub-
mitted by the Executive Board to the Council. Upon approval, they would
be met in such manner as may be agreed between governments. The Or-
ganization would not finance rehabilitation and reconstruction of
European transport.
Scope of the Organization
The Organization is established as a coordinating and consultative
body. It would operate in areas of Continental Europe upon the approval
of the Allied Commanders-in-Chiei and would treat with occupation
authorities on the same basis as with sovereign governments. Its func-
tions relate to all forms of transport by road, railroad and waterway,
and exclude seagoing shipping and aviation. The Organization would work
closely with and assist the military at all times. The Organization
would be related to any over-all international organization which may
be established.
Functions
The Organization would have the following functions, and in order
to insure their fulfillment the member governments would assume specific
obligations:
a. To allocate and determine the distribution for use of
transport equipment and material made available to the
Organization, and to arrange the orderly restoration
of displaced equipment.
b. To coordinate the movement of traffic of common concern
and the use of transport equipment therefor.
