DECLASSIFIED RECUBRIO Authority E.O. 10501 DEPARTMENT OF STATE WASHINGTON June 19, 1950 MEMORANDUM FOR THE PRESIDENT Subject: Reply to letter from Li Tsung-jen I refer to your memorandum of June 7, 1950 enclosing a copy of a letter addressed to you on June 3, 1950 by General Li Tsung- jen, former Acting President of China. General Li has not recog- nized the return to the presidency of China of General Chiang Kai-shek and apparently still considers himself the Acting Presi- dent. However, it is our belief that he exercises at present very little influence in Chinese Nationalist circles. Having in mind General Li's anomalous position and the possibility that any letter from you might be misused by the Li faction to claim United States support, I believe that it would be unwise for you to be drawn into an exchange of letters with him. Unless you desire otherwise, I shall have Assistant Secretary Rusk acknowledge the letter appro- priately on your behalf. As yet no approach by the Chinese Government for American aid has been supported by a claim that General Li and the Generalissimo are cooperating.
