Bidault, the French Foreign Minister, I am certain that you will be interested in the attached telegram from Ambassador Caffery at Paris. (No. 2826, May 20) x531 Mr. Caffery reports that the statement which you issued after your talk with M. Bidault on May 18 has been very favorably received by the French public. You will note that particular gratification is expressed because its tone and content indicated that M. Bidault was treated as the Foreign Minister of a great power. I have no doubt that when it becomes known in France that you received M. Bidault twice, the earlier good impression will be confirmed and even enhanced.
