In order to implement this program, each nation FRUMAN, will have, like France, to impose upon itself great California ARCHIVES "NATIONAL RECORDS AND sacrifices through an increase in the duration of the SERVICE Es military service and in the defense expenditures. Germany, though not a member of the Atlantic Pact, receives also some benefit from the system of security resulting from it. It is therefore just that she should contribute to the establishment of a defense for Western Europe. That is why, in order to open the discussi of this important problem before the Assemoly, the government has decided tc take the initiative of making the following statement "The solution to the problem of the German contribution to the common defense must be sought, outside of any compromise and without evasion, both in the immediate possibilities of action and in the future perspective for a united Europe. The framework within which the European problems are discussed has been made as wide as possible by the nations gathered in the European Council, but the initiatives taken by the successive French governments were accompanied by the hope that institutions and obligations
