SENT DEPT 1223, RPTD INFO LONDON 321, FOR GIFFORD AND
SPOFFORD, FRANKFORT 132 FOR MCCLOY
PERSONAL FOR SECRETARY
Maurice Schumann handed me yesterday Robert Schuman's reply
your message Aug 9 (DEPTEL 905) Message is in two parts
which are contained (in informal translation) in my two
immediately fol cables. Morrison will be given copy first
part only.
On the whole it requires no (rpt no) immediate comment from
me other than that already contained in EMBTEL 1216. I shld,
however, like to point out that I understand the section dealing
with Ger admission to NATO was written in light of fact
that law authorizing Fr ratification of NAT specifies that
Fr cannot vote admission any new member without prior
parliamentary authority. (See EMBTEL 1226 for Schuman's
statements to Assembly in ratification debate).
