TOP SECRET 15 ( policy of nonintervention during the unfolding of the crisis, General deLattre did intervene in an advisory capacity, particularly in prodding Bao Dai on to action in resolving the impasse. General deLattre's role, although not interventional in an unwarranted sense, was evident in con- nection with the Bao Dai-Huu tension which was ultimately, if temporarily, set aside in the formation of a cabinet under Huu. In the thought that the present government will fall in the near future, French views on its possible successor are sought. TOP SECRET
