FOR PRESIDENT AND WEBB FROM SECRETARY
Three Ministers met Wednesday morning and afternoon
with their staffs to discuss general questions con-
cerning Germany and in furicher session in late after-
noon with just three High Commissioners to review dis =
mantling. Discussions will be continued Thursday. hise
agreed in our discussions to cover following points:
(1) Program for Germany to be followed until time
comes for occupation statute to be revi ewed;
(2) German association with western world, including
German and Saar participation in Council of Europe and
German participation in other international agencies;
(3) Securilty, including dismantling, German accession
to Ruhr authority, etc and
(4) Internal German problems, including operation of
occupation statute, German representation abroad, pos -
sible termination of state of war with Germany, and
attitude toward so-called German Democratic Republic.
In addition to these German issues, we agreed to
exchange views on European integration, possible
economic support for Yugcslavia, and current Far Eastern
problems.
