TOP I. PREAMBLE. The preamble to the modus vivendi reads as follows: "Despite the inability, at this session of the Council of Foreign Ministers, to reach agreement on the restoration of the economic and political unity of Germany, the Foreign Ministers of France, the Union of Soviet Socialist Republics, the United Kingdom and the United States will continue their efforts to achieve this result, and, in particular, now agree as follows: The preamble is chiefly derived from a United States proposal. In the first draft for the modus vivendi, which was prepared within the United States Delegation, the following preamble appeared: "Despite the inability, at this session of the CFH, to reach agreement upon the uni- fication of Germany the Four Ministers will continue their efforts to achieve this result and, in particularo now agree as follows:"1 This version was approved without objection by the Wéstern Ministers and submitted by them as the preamble to the first tripartite propogal, for the modus vivendi 3 presented to the Soviets on June 12. 2 The Soviets suggested only one sub- stantive change in this draft: substitution of the phrase "the restoration of the economic and political unification of Germany" for the unification of Germany.
