MEMORANDUM FOR THE PRESIDENT
Our research people have been making a series of studies
on the age-distribution of losses in dead in the German
Ground Forces. I believe you will be interested in this
summary of the most recent report which brings the estimates
up through August 1944:
Since the beginning of World War II those classes aged
23 and 24 in 1944 have suffered the heaviest losses. This
is not at all surprising in view of the fact that those
classes were 20 and 21 in 1941 and were heavily used in the
attack on Russia. The age-group which was 20 to 30, inclusive,
in 1941 (23 to 33 in 1944) was fully mobilized in early 1941
and during the summer of 1941 suffered 78 per cent of all
losses, but by the summer of 1944 this same group was so
depleted that losses were only 40 per cent of the total.
It is clear that early in 1944 the German High Command
found it necessary to use for combat purposes a large
