PERSONAL AND CONFIDENTIA
Dear Mr. President:
There has just come to my hand a statement about a
policy concerning German reconstruction, with special
reference to Bavaria, Austria and adjacent territories,
which - due to its source - seems to me should be placed
in your personal hands for such consideration as you may
care to give to it.
In this connection I sent to President Roosevelt, on
December 22, 1944 a long document in German from the same
source which purported to be a complete survey of the
German situation, its future considered, to which I assume
you have had or will have access.
I trust this document may prove to be of service
in a consideration of those great problems which now
confront you and the world.
