The probable viemo of the Brätish Dovernment are suggested in Tab D.
11. The probable attitude of the Amarican public toward a
secand international trial, or towarda our refusal to participate in
augh a trial, 3 an in no position to gauga. Obvicualy, this is an
important consideration.

PROPUSILO SCOPS OF A SECOND TRIAL
12. All four governments are agreed that the second trial
should be mach smallex in soope, both as to number of defendants and
subject matter, than the present trial. The defendents should not
exceed six or sight in mamber. The trial should be (and, it is be-
lieved, can be) so plarned that it will not last over three montha.
