MEMORANDUM FOR THE PRESIDENT
Subject: German war criminals
I have studied the attached letter of January 10, 1951, which you
received from Mr. Frank S. Land, Kansas City, Missouri, and for- -
warded to me on January 15, as well as the attached letter of
January 10, 1951, from Mr. Ray V. Denslow of Trenton, Missouri,
which you sent to me on January 26. Both letters relate to the
death sentences imposed on German war criminals.
Practically all convicted German war criminals have filed
petitions for clemency with Mr. McCloy. These were reviewed by
a board of distinguished individuals appointed for that purpose.
Mr. McCloy has further considered the cases and tomorrow, Janu-
ary 31, will announce his decision. He proposes to commute all
except five of the death sentences.
It is to be anticipated that when that decision is announced other
people may raise similar questions with you. Accordingly, I felt
it would be more helpful if I gave you a brief memorandum on the
subject for your information rather than trying to suggest an answer
to these particular letters. Such a memorandum is attached. I
shall also send you a copy of the releases that Mr. McCloy will
give to the press as soon as the same have been reproduced here
in the Department.
The Department will handle any routine matters that come to
your office in this connection and which are referred to it, and will
be glad to supply you any further detailed information you may wish.
