MEMORANDUM FOR MR. HOPKINS, THE WHITE HOUSE
Subject: German War Criminals
Reference is made to the memorandum on the above subject
forwarded to you under date of February 1, 1951, in which it
was stated that when the Department received additional
material on the clemency recently extended German war crim-
inals it would be forwarded to you.
There are enclosed two copies of a pamphlet containing
all the material released by Mr. McCloy and General Handy in
connection with their recent action.
