Note on Cryptographic Security

RECORDS
Classified telegrams in this collection should be
handled in accordance with the following provisions
of the Security Regulations of the Department of State:
194.42 True readings of classified telegrams shall
not normally be shown or communicated to
anyone other than officers and employees
of the Department who are concerned with the
subject matter.
194.43
No classified telegram, whether paraphrasing
is required or not, shall be shown or trans-
mitted to anyone outside the U. S. Government
service vithout deleting the serial identifi-
cation number and time of origin of the
message, as well as any serial numbers used
within the text as references to other clas-
sified telegrams. Also, every possible effort
shall be made to disguise the fact that the
text communicated was taken from a telegram.
This means, transcribe the text in some form
having no external resemblance or wording
which will identify it as a telegraphic text.
195112 The security regulations and procedures
applicable for other types of correspondence of
similar classification shall be observed in down-
grading or declassifying telegrams. Additional
rules required to preserve cryptographic
security are as follows:
a.
(1) The true reading itself shall con-
tinue to carry the original classification
(2) An UNCLASSIFIED telegram making refer-
ence to one which has been declassified
shall not reveal the number or date of the
classified telegram.
C.
After 10 years from its date, the true
reading of any telegram may be declassified
without the application of the above
additional cryptographic security rules.
