MEMORANDUM TO: John Stigall, Department of Justice
FROM: Fred. T. Walker
SUBJECT: Disposal of Surplus War Property
The following is an attempt to bring up to date and present
briefly, in accordance with your request, sone of the points covered
in my memoranda of February and May, 1944 on the disposal of surplus
stocks. However, it should be remembered the views expressed herein
are purely personal.
It might be well at this point to restate the broad objectives
of *disposal" by the Government which may be construed as follows:
(A) The orderly disposal of all Government-owned excess
and surplus raw materials, end products (and components
thereof), plants and facilities subject to reserves nec-
essary for use, and for the strategic stock piling of
scarce materials.
(B) Disposal to be effected in a manner that will per-
mit orderly absorption by our economy of all usuable
items, and prevent exploitation by speculative interests.
At this time no real integrated plan exists for the implementation
of this important program.
Consideration, therefore, should be given to the following:
(1) Extend the present policy making responsibility of
the Surplus War Property Board to the operational level,
with the ultimate view of combining the functions of all
present disposal agencies into one organization thus
eliminating present confusion, overlapping, duplication
of field offices, and assuring efficient organization,
uniformity of policy and procedure, and the adequate
dissemination of necessary information.
