My dear Mr. President:
While you were a member of the Senate it was my
pleasure to visit your office on numerous occasions, and to
confer with you a number of times at St. Louis, Kansas City
and elsewhere, and a.s our mutual friend Vic Messall always
saya, I am the chap who helped him "beat the brush" during
the 1940 primary campaign. I mention these matters only for
the purpose of refreshing your memory in identifying me.
As you know I was with the Bureau of Internal Revenue,
Income Tax Unit, in the capacity of an Internal Revenue Agent,
for some ten or twelve years. Since leaving Missouri ( my home
was originally at Nevada, Vernon County) and resigning from
the Revenue Bureau, I have been engaged in the practice of law,
principally Federal tax cases, at Oklahoma City, Oklahoma.
Now to get down to the reason for this communication
which is, that I should like an appointment to a place on the
Tax Court of the United States. While in Washington some time
ago, I dropped by National Headquarters for a visit with Dick
Nacy and he advised me that the terms of four of the Tax Court
judges expire on June 30th of this year. He also suggested
that I confer with Mr. Hannegan about the matter but Bob was
away from the city at that time. I am not conversant with the
procedure for obtaining such an appointment and, therefore,
appeal ditectly to you. I have been assured that I can get the
support and recommendation of both Governor Kerr and Senator
Thomas although, being somewhat of a new resident of Oklahoma,
I am not intimately acquainted with either of them.
I should not request nor anticipate such an appoint-
ment if I did not feel that I am fully qualified for the job.
My long association with the Bureau of Internal Revenue and my
experience as a practicing tax attorney has given me a broad
knowledge of our tax statutes, as well as a comprehensive view
of our tax structure in general. Your earnest consideration
will, needless to say, be truly appreciated.
