3 true that UHF will take more time to develop than VHF but the Commission is confident, based upon an extensive hearing concerning the capabilities of UHF channels, that they can render a useful television service over substantial areas. Certainly the UHF will not be useful unless it is used. People will not buy UHF receivers or UHF converters for present sets unless program service is made available over these frequencies. With five television channels in Kansas City there should be no great danger of monopoly in television broadcasting. Your correspondent also complains of the Commission's proposal to reserve a certain number of channels for educational television stations. Again, this proposed decision was reached by the Commission after a hearing in which the evidence showed that there is a public néed for the programs produced by non- commercial educational television stations; that the public interest is not confined to commercial or sponsored programs but may also be advanced by programs of non-commercial educational stations. I should like to add that no final reservation of individual assignments has yet been made. This matter is also the subject of the June 11 hearing. I have gone into some detail so that you might under- stand the grounds upon which the Commission based its proposal. It represents our very best judgment and I assure you emphatically that it has not been brought about by the Kansas City Star or any other outside source. We have ordered a hearing on the proposal and have invited all interested persons to submit counter-proposals and participate in the hearing. Your corres- pondent as an experienced broadcaster must know that if he has any worthwhile ideas he can submit his material in regular form along with all other interested persons and he will be given a fair and impartial hearing.
