27:--aaing that he had noted commento by Republican
speakers that the Democratic party had made no effort to effect changes
in the tariff after having denounced the liavley-Smoot tariff law as re-
sponsible for the Wall strcet crash and world depression, Judge Harry
S. Truman, Democratic nominee for United States Senator,said in a talk
here tonight that the Republican charges were "false and misleading."
" The Democratic party took immodiate steps after ghining national con-
trol to overcome the great mischief caused by the Hawley-Tmoot tariff,"
he declared. " The Democratic Congress passed the flexible tariffibill,
which gave the President the right to change existing tariff schedules
by 50 per cont."
Truman said that the Hawley-Snoot tariff caused a consuming hatred
of the United States among foreign nations which formerly traded in
large volumo with us. It was nocessary,he asserted,in view of that
situation not only to bring about changes in the tariff but to smooth
out heated feelinga against us.
The passage of a simple tariff bill was not enough," Truman snid.
"After the passage of the llawley-Smoot bill, the other nations had un-
ited against us and singly and in unison wore working against us. They
adopted rotaliatory tariff measuros, internation agreements, cartels,
dominion favoritism;subsidies for wheat and other grain grown dones-
tically and in various ways made an effort for Luropoan, if not nation-
1,self-containment.
18 After that law became effective,more than 1,000 American plants
were established in Canada and Europe to get under retaliatory for-
eign tariff restrictions. These plants are now supi lying our former
customers with articles produced in foreign shops by foreign labor.
This constitutes a permanent menace against American workmen and Amor-
ican production. The law thus became a two-edged sword
to pierce us."
The establishment of Amorican plants abrond with Amorican methods of
machine and mass production acquainted European manufacturors with
quickened methods, which furthor menaces our export, Truman said.
The United States made recently its first trade agreement under the
flexible tar iff powers given the President with Cuba," Truman said.
