Summary It is true that both the Russian philosophy of government and her desire to become a strong economic power contain the seeds of conflict with the United States. There is no assurance that war between the two nations can be avoided. Under these circumstances, it is imperative that we do all in our power to maintain an impregnable defensive position. It would seem just es short-sighted for us to strengthen Russia in any way as it was for us to strengthen Japan by continuing to sell her oil and scrap iron at a time when her policies were actively opposed to our own. -41-
