emphasis on the lack of realism in many of their assumptions
and conclusions which stand in the way of peaceful world
cooperation. What I have in mind is an extended discussion
of the background needed for future economic collaboration
rather than negotiation related to immediate proposals such
as a loan. On our part, participants in such a discussion
would have to be capable of speaking in terms of the general
problems involved, as well as specific economic and commer-
cial matters, and of relating the Russian approach to these
problems to current U.S. Government and business policies
and practices.
I know that we have good foreign service men in
Moscow and that they are doing their best. But the task
before us now is so big and so complex that it calls for a
new start by a new group. My suggestion is that you auth-
orize a group to visit Moscow for the talks which I sug-
gested above. If you concur in this proposal, I am ready
to make suggestions regarding the composition of the mission.
