THE COUNSELOR
July 6, 1948
Mr. Clifford:
This is a copy of the note the
Secretary handed the Soviet Ambassador
today. In delivering the note, the
Secretary told the Ambassador that the
U.S. Government did not intend to make
public the text of the note until a
reasonable time for Soviet considera-
tion and reply had elapsed.
As I told you over the phone, we
are taking every precaution here to
prevent a leak, and I am sure you will
do the same.
