THE UNDER SECRETARY OF STATE
WASHINGTON
September 23, 1948
MEMORANDUM FOR MR. CONNELLY
Enclosed is a copy of the Western Powers' agreed
answer to the Soviet aide memoire of September 18.
The three identic aide memoires were delivered to
the Ambassadors in London, Paris and Washington at
two p.m., Washington time, yesterday. This is sup-
posed to be the "final" exchange of aide memoires in
the present discussions.
The note is transmitted by cable from Paris,
where it is evident that the matter was discussed
for about two days by the three Foreign Secretaries
with the three Military Governors from Berlin, the
three Ambassadors from Moscow, and the three Special
Advisers from London.
