AMEMBASSY,
MOSCOW
FOR THE AMBASSADOR FROM SECRETARY MARSHALL
Dear Smith:
The President asked me yesterday to tell you how highly he approved
of your conduct of these Moscow negotiations. He was most complimentary
as to the ability you were displaying and spoke of his feeling of confi ence
in this crisis at having you conduct the negotiations for us and for the
British and French.
This is my prescription for the easement of your stomach ulcers.
MARSHALL
