FOLLOWING MESSAGE IS TOP SECRET
From: Under Secretary of State Lovett
To : The President
Nr : WHITE 46 191600Z
Soviet reply received at yesterday's Moscow meeting
arrived early this morning. It is evasive and apparently de-
signed to fog basic issues. We may have reached break-off
point but matter will be discussed in Paris by three Foreign
Ministers western powers and their advisers beginning Monday
night and Tuesday morning. Final revision of agreed reply
will be made Paris.
Will advise further developments. Secretary and party
take off one 0' clock PM Eastern Daylight Time today.
