The President,
The White House,
Washington, D.C.

My dear Mr. President:
Recently I had the honor and priviledge of paying
my respects to you personally in your office, and at
that time it Was indicated that I should later greatly
appreciate the opportunity of presenting for your con-
sideration a suggestion regarding the formation of a
National strategic program for the future improvement
of our overall National defense.
Accordingly, attached hereto is a confidential
chart covering a suggestion, which is respectfully sub-
mitted for your consideration; namely, that as and when
deemed expedient, the Congress of the United States of
America authorize the establishment of a permanent
Bureau of Strategic Research and Development.
JUSTIFICATION
The experiences gained by the U.S.A. as a direct
result of participation in both World War I and in the
present international conflict have unmistakably demon-
strated the utility and expediency for the permanent
availability of such a Bureau. Had such a Bureau been
installed in 1919 and continued in operation through
