danger of cartel control of GErman industry for the
benefit of private commercial interests abroad. (E)
Continuing international control of Economic
resources whether for security or Economic purposes, if
desired can be more EffEctively imposed by uniform rE-
gulation of controlling powers than by management of
individual corporations through stock own Ership.
Three. In the Event that WE are unable to secure
agreement to drop plan to use shares in payment of
reparation WE propose to attempt to limit use of such
shares as narrowly as possible.
Four. It is our understanding that the British
delegation also is oppos Ed to this proposal and WE have
been informed informally tha t they do not consider them-
SELVES committed to it by the Crimea protocol.
