What took place in Paris will have far-reaching results. " 7/ The Politburo cannot afford to ignore Paris. Assistant Secretary of State Willard Thorp, who is the U. S. Representative on the Economic and Social Council, referred in an address of January 11 to the failure of the Soviet Union to participate in many of the U.N. specialized agencies and varied activi- ties, and he said: "It is most regrettable that the important fact of working together, with its the ARCHIVES *NATIONAL RECORDS I AMD corollary, the free exchange of information, is at its least effectiveness in connection with the difficult problem of the relations of the Soviet 8/ Union with the rest of the world.
