American statements of policy toward the U.S.S.R. issued
during February reflect a continuance of opposition to Soviet
Communist objectives and tactics. Among the major questions
on which the U.S. expressed its views were Premier Stalin's
answers to press questions on the "cold war" with the U.S.,
the extent of slave labor in the Soviet Union and other Com-
munist violations of human rights, East-West trade in strategic
materials, Soviet revival of a rejected arms proposal, the
results of Soviet procrastination in respect to the government
of Trieste, and Moscow domination of Chinese Communists.
In addition, February publications of the Department of
State dealt, among other things, with the U.S. and Soviet
positions at the 1945 Conference on Military Trials and the
Soviet-sponsored exclusion of the U.S. from the 1948 European
Broadcasting Conference.

Secretary Acheson on Stalin's Replies to INS Questions.

At his press conference of February 2, Secretary Acheson
analyzed Premier Stalin's answers to four questions submitted
to him by the International News Service. On the first point,
regarding a nonaggression pact with the U.S., Mr. Acheson
said that both the Soviet Union and the U.S., as well as all
the other U.N. members, are already pledged by the most solemn
treaty commitments not to engage in war against one another.
