6. Department of State Pamphlet Explains MAP. -
The Department released in July a report analyzing
in detail the draft military-assistance legislation
sent to Congress by President Truman. The report
points out that the Soviet Union and international
Communism can be expected to attack the Military
Assistance Program just as they attacked ERP and
the Atlantic Pact, for they will recognize it as a
positive step toward sustaining the morale of free
nations and toward increasing their resistance to
Communiet propaganda.
An index to the paper's indictment of Soviet
aggressiveness is afforded by the following excerpt:
"Free peoples were alarmed by the outright
military pressure the Soviet Union brought to
bear upon Iran. They were shocked by the domina-
tion through Soviet-supported minorities of
Poland, Bulgaria, Hungary, and Rumania and by
the almost total suppression of individual free-
doms in those countries. The reality of the
threat implied in these actions was brought home
again in the sudden destruction of democratic
government in Czechoslovakia, the manipulated
division of Korea, Soviet intransigence in
Germany, and the recent blockade of Berlin
calculated to force the Western occupying powers
out of that city in violation of agreements.
7. Assistant Secretary Allen Comments on the
Voice of America. - Assistant Secretary of State George
V. Allen, at a news conference of June 13, a report
of which was published by the Department in July,
= ARCHIVES RECORDS SERVICE" RATIONAL AND
estimated that between 25 and 30 percent of the VOA
something
broadcasts are getting through to the Russian people,
who possess about 5 million radio receivers. Mr.
Allen said that the Soviet Government (knowing that
what we offer and hope for the peoples of the world,
particularly behind the Iron Curtain, is something
a great deal better than those people have ever known,
or know now) is making every effort to convince its
people and everybody else that the US program is
thoroughly reactionary. 7
