US Ambassador Advocates Harmony to Prevent Future War. - US
Ambassador Warren R. Austin,
in an address of August 12 on the
/
promotion of world government and the preservation of the UN, said
that assuming we have faith in the fundamental principles of the UN
Charter, it is clear that we must not break the combination which we
created to effectuate such principles. He declared:
"We would thereby render impossible the cooperation
necessary for the foundation of abiding and prevailing peace.
We would set up the opposite of it, and that is competing
organizations-at least two of them-=one led by the United
States; the other led by the Soviet Union. The logical
effect of such a situation would be a residual bloc or blocs,
unable, for various reasons, to become a member of either
the so-called world government, led, for the time being, by
the United States, or the Soviet bloc led by the Soviet Union.
"Are we not firmly convinced that the principle of
universality should be protected and promoted? Is it not clear
that the cause of peace would be better served with the Soviet
group and all other member states remaining in the United
city

US Evaluates Work of UN Interim Committee Opposed by USSR. - In
to 6 CHATIONAL SEGVICE* t
a statement before the UN Interim Committee on August 10, Charles P.
Noyes, Deputy US Representative, expressed approval of a subcommittee
report recommending that the Interim Committee should be reestablished
for an indefinite period. He declared:
"Furthermore, I think it must now be clear that the mem-
bership of the United Nations is not using the Interim Com-
mittee, as the Soviet Union has charged, as a crude device to
bypass the Security Council. While we may continue to hope
that these six _nonparticipating7 member states may change
their viows and come eventually to participate in the Interim
Committee work, we believe it undesirable as a matter of
principle, in the light of the Soviet Union's policy in and out
of the United Nations, that the vast majority of the membership
of the United Nations should abandon this constructive effort
simply because of Soviet opposition and nonparticipation. " 8
USSR Opposes Point Four Program in ECOSOC. - The UN Economic
and Social Council, holding its ninth session in Geneva, discussed
economic development of underdeveloped areas and asked its Economic
Committee to outline a workable procedure for putting into operation
a technical aid plan, to be submitted at this session. In debate on
