-3- Assistant Secretary Thorp on Communism and Poverty. -- In an address before the Virginia Conference of World Trade, at Richmond on November 17, Assistant Secretary Willard L. Thorp pointed out that the appeal of Communism is most effective with masses of people throughout the world who live in poverty and without hope of economic change. "It is beside the point to show that the Communists can't produce as efficiently as we, " he declared, continuing: " for the first time, on a world scale, our way of life, with all it means in terms of the value we place on freedom and the individual personality, is being challenged, seriously challenged in the minds of men who are awakening to a realiza- tion that from a technical standpoint poverty is no longer necessary. This challenge is primarily an economic challenge in areas outside the Iron Curtain, but it can become a serious political and military challenge unless we act promptly, leaving no stone unturned, to demonstrate that our economic system can benefit these countries and peoples in concrete and specific ways. " 2 Acting Assistant Secretary Sargeant on the Soviets and the West. -- It became apparent at the London CFM session, within three months of the signing of the UN Charter, that the Soviet Union had no intention of cooperating with the West, Acting Assistant Secretary Howland H. Sargeant told the Birmingham (Alabama) Christmas Carnival on Novem- ber 25. Succeeding events demonstrated, according to Mr. Sargeant, ARCKIVES RECORDS MATIONAL AND that Soviet collaboration during the war had been solely concerned SERVICE* with getting Western aid in defeating Germany, and its real intention-- nationalistic expansion west, south, and east--is now laid bare. The Soviets, he said, have "hoped to exploit violence and dis- order in pursuing Russian imperialistic designs. Under the impact of these developments, he continued, the concept of the common aims and interests of the North Atlantic community began to emerge, the free peoples of the world discovered their kinship and interdependence as never before, and they are making this kinship the solid foundation for building a new kind of world. Mr. Sargeant expressed the belief that the world function of the North Atlantic community, to create a great unbalance of force on the side of the free world for the preser- vation of peace, would eventually expose the futility of all narrow schemes for nationalistic expansion running counter to the good of the world community as a whole.
