"The decision of the Soviet Union to pursue, both
inside and ou side the United Nations, a separative in-
stead of a cooperative policy in its foreign relations
has affected every phase of the Organization'swork, as
it has affected international relations generally. The
resultant struggle between East and West, which has re-
placed wartime collaboration, has thus far prevented the
establishment of that stable peace that the Organization
was designed to maintain. It has produced a universal
sense of insecurity and suspicion that makes difficult,
and on occasion impossible the spirit of conciliation
and compromise essential to international cooperation."13
IV. EUROPE
Austria: US Protests USSR Delays on Treaty.- -The US
Government is taking a serious view of the Austrian treaty
impasse caused by the Soviet position, according to a state-
ment issued by the Department on January 18 announcing that
the US Ambassador at Moscow had been instructed to make rep-
resentations to the Soviet authorities.

The US, British, and French Ambassadors at Moscow called
on Mr. Gromyko, First Deputy Foreign Minister, on January 18,
after the Deputies of the Council of Foreign Ministers had
failed to reach agreement in their London meetings of January
9 and 13. As Mr. Gromyko gave no assurances to the three

Ambassadors that the obstacles would be removed in the near
future, it is doubtful whether further progress can be made,
according to a statement issued by the Department on Janu-
ary 19, which concluded that "under the circumstances, con-
sideration will be given to future appropriate action that may
be taken to reestablish Austrian freedom and independence in
accordance with the publicly stated policy of this Govern-
ment. "15
Balkans: Betrayal of Human Rights.--In Bulgaria, Hun-
gary, and Rumania, where ruthless minorities have seized
power by force, terror, and intimidation and cruelly sup-
pressed every fundamental right and essential freedom, the
systematic liquidation of political and religious leaders
has been extended to "deviationists" in the ruling groups,
Deputy Legal Adviser Jack B. Tate stated before the Law So-
ciety of Massachusetts at Boston on January 5. Mr. Tate
recited the successive steps taken since last April, when the
US charged the three Balkan nations with violations of the
hunan-rights clauses of the peace treaties, to January 16,
the date fixed by the International Court of Justice as the
