Dutch Ambassador, just returned from extended leave,
tells me in strict confidence he considers recent
atomic explosion in Soviet territory was either a
premature bomb burst OF an accident. He says very
private admission of Sovict general at drinking
party indicates Soviets have failed master technique
of fuse action in controlled burst.

Some evidence here that Soviet Government caught flat-
footed by our tripartite announcement, particularly
feeble Tass press statement, and fact that US press
representatives had incoming telegrams of inquiry from
home offices held up at censor's until Sunday morning
25 September -- most unusual procedure.
