THE WHITE HOUSE WASHINGTON January 2, 1951 MEMORANDUM FOR THE PRESIDENT: The Soviet Union's reply to suggestions by the U.S., U.K. and France for consultations on outstanding differences was received by the State Department yesterday. A Department spokes- man told reporters the note was "disappointing, but not a definite turndown. " The text of the note has not been released. State wants to study it carefully before releasing note and commenting on it. There is naturally great pressure from the press to get guidance concerning this matter. It is my recommendation that State provide background guidance for correspondents as soon as possible in order to limit off-the-beam stories based on leaks. MATIONAL ARCHIVES AN RECORDS SERVICES J.S.
