conducting free all German elections as was suggested earlier.
Recognition on the part of Governments USSR, USA, England and
France of necessity of conducting free all German elections will
create full possibility conducting such elections in nearest
future.
As regards suggestion in connection with the future free all
German elections re checking by UN Commission of existence
conditions for such elections, this suggestion is in contradiction
with UN charter which in accordance Article CV11 excludes inter-
ference UN in German affairs. Such check could be carried out
by Commission formed by four powers fulfilling occupation functions
in Germany.
"Govt USA had had opportunity acquaint itself with draft of
bases of peace treaty with Germany set forth by Soviet Govt.
Govt
USA did not express agreement enter into discussion this draft
and does not propose its own draft of peace treaty
"Meanwhile Govt USA introduced series objections to specific
points of Soviet draft of bases peace treaty with Germany which
involved further exchange of notes between the govts and delay
of decision of questions in dispute which could have been avoided
by direct discussion between the powers. Inasmuch, however, as
in note USA, March 25 such questions are presented Soviet Govt
considers it necessary dwell on these questions.
"In the Soviet draft of bases peace treaty with Germany it is said:
1 Germany obligates self not enter any kind coalition or military
alliances directed against any power which has taken part with
armed forces in war against Germany.'
