pop SEORET DECLASSIFIED Cofy 11 E.O. 11652, Sec. 3(E) and 5(D) or (E) Dept. of State letter, Aug. 10, 1972 By NITHC NARS Date 7-23-75 Following reply has been returned by Marshal Tito to Field Marshal Alexander. Begins. I have received and carefully considered the five points contained in your telegram regarding relations SERVICE and areas of operations of Allied Armies and Yugoslav Army in Istria and Slovene Littoral. Since our lest meeting and conversation the situation has changed 80 much in so far a.s units of my Fourth Army co-operating with Slovene units have with exceptionally great difficulty and heavy losses broken through German defensive line running from Fiume to Trieste where street fighting is going on now. In addition, nearly the whole of Istria with the exception of Rovigno and several other towns where street fighting is going on has been liberated by our troops. In connexion with the above I wish to give you the following information: In order to liberate and round up all enemy troops in Yugoslavia as quickly as possible I have made following plan which is already being carried out. (1) To liberate Istria, Trieste and Monfalcone as far as Isonzo River and to advance up the River Isonzo towards Austrian frontier. (2) In this connexion the area of operations of troops under my command has been decided, i.e., the line Isonzo from its mouth - Porto Rozego - Gorizia - Tolmino - Tarvisio (Tarbis). (3) In accordance with our previous agreement I am prepared that you should use port of Trieste and Pola a.s well as railway line Trieste - Tarvisio for supplying your troops in Austria. (4) I will therefore be grateful if you will give orders to your troops to get into contact with my troops on the above mentioned line, where further details regarding their co-operation can be agreed on the spot. (5) I agree that those of my units or Partisan detachments operating to the West of that line will come under your Command. (6) I agree and thank you for your suggestion that closest contact is necessary between our and your troops as soon as they meet in order to co-ordinate their operations against the common enemy. (7) In all the above mentioned areas of operations of my troops our military and civil authorities will naturally continue to function. With my respects, J.B.TITO, Marshal of Yugoslavia. Ends.
