AGENDA FOR NATIONAL SECURITY COUNCIL MEETING
1. Effect of evacuation of Borlin on our position in
Europe.
2. Attitude and plans d' British and Fronch. Effect
of fall of Fronch Government.
3. Attitude of Germans and effect on planning of
prosent negotiations for Western German Dovernment, of separate
currency in Berlin, and the broakdown of four power admini-
stration of the city.
4. Possibilities for continued negotiations in Berlin,
including attitude of Sokolovsky.
5. Supply of Borlin -
(a) air lift how long and tonnage necessary --
additional planes.
(b) by road; rail or barge
(e) Russian food offer
the
(d) convoy question -- whether and undor what

circumatances unarmed or armed convoy should proceed by
road or rail,
6. Evacuation -- timing and under what circunstances -
(a) U. S. dependents and civilians
