believe that on the basis of past history, an Italian regime
would be less sympathetic than any other to the aspirations
of the Arab inhabitants for independence.
d. U.S. During the Council of Foreign Ministers meet -
ings on the Italian Peace Treaty, the United States advocated
the principle of collective trusteeship as the best method of
assuring the development of the Italian colonies toward self-
government, except for the Assab area in south-eastern Eritrea,
which would be ceded to Ethiopa. At one time, in a spirit of
compromise, the United States reluctantly agreed to Italian
trusteeship to be followed by independence at the end of ten
years in the case of Libya and Eritrea. This proposal was not
accepted and the United States reverted to its former position
in favor of collective trusteeship. Since then, the United
States has informally and secretly acquiesced in the British
desire for a trusteeship over Cyrenaica, but no public state-
ment has been made of the United States position.
e. Italy. The policy of the Italian Government has been
directed toward endeavoring to preserve the Italian adminis -
tration of the three colonial areas in Africa, either under
full sovereignty or Italian trusteeship. The Italian position
appears to be based on domestic political considerations and
on the question of prestige, rather than on true economic needs.
f. Ethiopia. Ethiopia has requested the cession to it
