NSC 23 CONFIDENTIA July 27, 1948 NOTE BY THE EXECUTIVE SECRETARY to the NATIONAL SECURITY COUNCIL on DOMESTIC ACTIVITIES AND FOREIGN RELATIONS At the request of the Secretary of Defense the enclosed memorandum on the subject is circulated herewith for the consideration of the National Security Counoil at its next meeting.
