THE INTERNAL SECURITY OF THE UNITED STATES
CONTRACT
THE PROBLEM
1. To prepare specific recommendations with reference to
internal security in the light of the discussion at the 17th meet-
ing of the National Security Council.
ANALYSIS
2. The National Security Council at its 17th meeting con-
cluded, among other things, that the existence of the conditions
currently prevailing in the field of internal security is attri- -
butable in some measure to the lack of any mechanism of over-all
internal security coordination (see NSC 17/1).
3. In the discussion of this subject by the National Securi-
ty Council at its 17th meeting, the following four types of co-
ordinating mechanism were mentioned. The advantages and disad- -
vantages of each of these types are briefly analyzed below:
a. Assignment to one Agency of exclusive responsibility
for the over-all internal security.
From a purely administrative point of view, this proposal
would in theory have merit. Internal security, however, is
a condition rather than a mission. The rolative degree of
internal security will be determined by the manner in which
the various Departments and Agencies carry out their individu-
al responsibilities, for example, for issuance of visas; con-
trol of customs and immigration; complying with the Loyalty
Program; apprehension and detention of disloyal citizens and
foreign agents; handling of classified information; handling
of armaments contracts; control of the visits of foreign offi-
cials to military, industrial and other installations; physi- -
cal protection of vital governmental, industrial, public
utilities and other installations, etc. Responsibility for
conducting all of these many activities in a secure manner
obviously cannot be assigned to one Agency. Moreover, cen-
tralization of responsibility in this manner is foreign to
our democratic system since it would endanger our traditional
procedure of checks and balances.
