    "ocrText": "C\n26 July 1948\nó\nP\nY\nINTERIM TERMS OF REFERENCE\nOF THE STATE-ARMY -NAVY -AIR FORCE COORDINATING COMMITTEE\nThe State-Army-Navy-Air Force Coordinating Committee\nshall be continued in operation for the next six months, subject\nto the following terms of reference which will be reviewed at\nthat time.\n1. Membership. The Committee will consist of either\nan Under or Assistant Secretary from each of the Departments of\nState, Army, Navy and Air Force. The representative of the De-\npartment of State will be Chairman of the Committee. The SANACC\nis authorized to establish such standing and \"ad hoc\" committees\nas are necessary for the accomplishment of such functions.\n2.\nFunctions. The SANACC will perform the following\nfunctions:\na. Advise and assist the National Security Council,\nincluding the preparation of such reports and\nstudies as may be requested by the National\nSecurity Council.\nb. Be responsible for the coordination of matters\nreferred to it by any of its members or by the\nNational Security Council. It shall not, how-\never, be used for the coordination of either\n(1) matters concerning occupied areas (provided\nthat matters of strategic importance or direct\ninterest to the Departments of the Navy or the\nAir Force will be referred to SANACC even though\nthe area concerned is an occupied area) or (2)\nmatters of limited interest which can be more\nexpeditiously coordinated by direct interdepart-\nmental consultation.\nC. Consult in appropriate cases with non-member\ndepartments and agencies of the government.\nRepresentatives of these agencies may be invited\nto participate as \"ad hoc members of the Com-\nmittee when matters of interest to them are under\nconsideration\n3. Powers. All matters requiring major policy deter-\nmination and those on which the Departments represented on the\nSANACC are unable to reach agreement within a reasonable length\nof time will be submitted to the National Security Council.
