4. PROJECTS IN PREPARATION BY NSC STAFF
US POLICY TOWARD JAPAN
(NSC 13)
Staff continuing study of Japanese reparations problem (para. 6 of
Section IV of draft report which was submitted to the NSC Con-
sultants, July 23). SCAP reply to a cable requesting his views is
being considered in this connection.
POLICY ON ATOMIC WARFARE
At* its 12th Meeting, June 3, 1948, the NSC directed the NSC Staff
to prepare a report on the position of the United States with re-
spect to the initiation of atomic warfare in the event of war, in-
cluding consideration of the time and circumstances of employment,
and the type and character of targets against which it would be
employed. First draft, prepared by Air, circulated July 6, 1948
and concurred in by other Staff members, except Army who submitted
alternative suggestions. Redraft in preparation by Staff.
TURKISH ARSENAL AID
At its 13th Meeting on June 17, 1948, the NSC directed the Staff to
prepare a report for Council consideration on the basis of comments
by the Department of the Army. Army draft circulated July 27.
Revised draft prepared by Staff. State proposed further amendments
which are being considered by Staff.
COORDINATION OF INFORMATION MEASURES
(NSC 4, NSC 10 Series)
An amendment to NSC 4 with respect to planning responsibilities
for wartime implementation of NSC 4, in the light of Council action
on the NSC 10 Series, is being prepared by the Department of State
for consideration by the Staff.
POSSIBLE COURSES OF ACTION FOR THE US WITH RESPECT TO THE CRITICAL
SITUATION IN CHINA
(NSC 22)
At its 17th Meeting the NSC referred NSC 22 and the comments of the
JCS thereon (NSC 22/1) to the Staff to prepare a report for Council
consideration in conjunction with the Staff's study of NSC 11, "US
Armed Forces at Tsingtao" State Department is drafting a report.
