PROJECTS IN PREPARATION BY NSC STAFF\nUS POLICY TOWARD JAPAN\n(NSC 13)\nStaff continuing study of Japanese reparations problem (para. 6 of\nSection IV of draft report which was submitted to the NSC Con-\nsultants, July 23). SCAP reply to a cable requesting his views is\nbeing considered in this connection.\nPOLICY ON ATOMIC WARFARE\nAt* its 12th Meeting, June 3, 1948, the NSC directed the NSC Staff\nto prepare a report on the position of the United States with re-\nspect to the initiation of atomic warfare in the event of war, in-\ncluding consideration of the time and circumstances of employment,\nand the type and character of targets against which it would be\nemployed. First draft, prepared by Air, circulated July 6, 1948\nand concurred in by other Staff members, except Army who submitted\nalternative suggestions. Redraft in preparation by Staff.\nTURKISH ARSENAL AID\nAt its 13th Meeting on June 17, 1948, the NSC directed the Staff to\nprepare a report for Council consideration on the basis of comments\nby the Department of the Army. Army draft circulated July 27.\nRevised draft prepared by Staff. State proposed further amendments\nwhich are being considered by Staff.\nCOORDINATION OF INFORMATION MEASURES\n(NSC 4, NSC 10 Series)\nAn amendment to NSC 4 with respect to planning responsibilities\nfor wartime implementation of NSC 4, in the light of Council action\non the NSC 10 Series, is being prepared by the Department of State\nfor consideration by the Staff.\nPOSSIBLE COURSES OF ACTION FOR THE US WITH RESPECT TO THE CRITICAL\nSITUATION IN CHINA\n(NSC 22)\nAt its 17th Meeting the NSC referred NSC 22 and the comments of the\nJCS thereon (NSC 22/1) to the Staff to prepare a report for Council\nconsideration in conjunction with the Staff's study of NSC 11, \"US\nArmed Forces at Tsingtao\" State Department is drafting a report.\nNSC STATUS OF PROJECTS\nTOP SECRET\nNARA\n- 6 -\n-\nNo Objection to Declassification in Part 2012/02/21 : NLT-PSF-41-7-1-0"
