(3) Permit the earliest practicable discontinuance within the United States of wartime controls. 23. In pursuing the above war aims, we should avoid making irrevocable or premature decisions or commitments respecting bor- der rearrangements, administration of government within enemy ter- ritory, independence for national minorities, or post-war respon- sibility for the readjustment of the inevitable political, economic, and social dislocations resulting from the war.
