MEMORANDUM FOR THE NATIONAL SECURITY COUNCIL
SUBJECT:

S. Objectives with Respact to the USSR to Counter
Soviet Threats to U. S. Security.
A. NSC 20/3.
B. Agenda for 27th NSC Meeting, Thursday, November
18, 1948, dated November 12, 1948.
The enclosed copy of a memorandum for the Secretary
of Defense from the Joint Chiefs of Staff constitutes the views
of the Joint Chiefs of Staff with respect to NSC 20/3 and is sub
mitted herewith for consideration by the National Security Coun-
oil in connection with Item 1 on the agenda for the next Council
meeting on Thursday, November 18, 1948.
The memorandum of November 2, 1948, referred to in
the second paragraph of the enclosure, will be circulated separ-
ately as NSC 35 for the information of the National Security Coun-
cil, and for the use of the NSC Staff in preparing its subsequent
report on measures required to achieve the objectives and aims
proposed in NSC 20/3.
