inviting either the Shah of Iran or the President of
Panama. I understand, further, that the President of
Brazil will be invited to visit the President during
May 1949 and that strong reasons have not been advanced
by the Department for inviting the President of Panama
on March 30. There are, in my opinion, strong reasons
why the President should invite the Shah of Iran to
visit this country at that time.
The primary objective of U. S. policy toward Iran is
to prevent the domination of that exposed, oil rich, and
strategically located country by the Soviet Union. The
Shah represents the most influential and only stable
element in Iran. It is important that he be constantly
encouraged to keep Iran firm in the face of continuing
Soviet pressures which threaten United States security
interests in the Middle East. A visit by the Shah to the
United States--the first by any Iranian Shah to this
country--would, in my opinion, go far toward achieving
that objective.
While the situation in Iran is never sufficiently
stable to make it ideal for the Shah to be absent from
his country, it is felt that this spring is as propitious
as any which can be anticipated in the predictable future.
This opinion is confirmed by informal conversations with
the Iranian Ambassador in Washington. If the Shah should
leave Iran this spring, late March would be a particularly
auspicious time. No Ruz, the Iranian New Year and most
important holiday season in Iran, begins on March 21 and
lasts for ten days. For the Shah to leave Iran after
March 21 but during the No Ruz season would, in the Iranian
mind, be a particularly good omen for the people of Iran.
Spring in the United States would, of course, be a most
satisfactory time for the Shah to visit Washington and
significant places in the United States which would be
impressive in terms of the Shah's personal and patriotic
interests.
RECOMMENDATION:
That the President invite the Shah of Iran to visit
the United States to be his guest at Blair House March 30,
1949.
