- 3 - he is aggressive, and at times through weakness he is stubborn. I feel, however, that he is susceptible to very considerable development and that his trip to the United States can be a most important turning point in his life and in our relations with Iran, to which I attach very great importance. The fact that he may have the benefit of personal contact with you, with our Government, and with our most important military figures will be of great value. I am very pleased that after the termination of his official visit he plans to take a vaca- tion in the United States. He should, I think, be encouraged in every way to protract his visit. Nothing could be better from every point of view than for the Shah to get acquainted with America, Americans, and the American way of life. The visit to America may exercise a decisive influence upon him, with an impact upon the development of the American position in this strategic segment of the Middle East. We, of course, want a stable Iran. We must perforce hope for much from the Shah since we may expect so very little from others in this country. Respectfully, July John C. W11ey mans kijding or 729
